A second-floor connector into the Wenhu Line's busiest station

A Renewal Project That Reaches Into a Working Metro Station

Fubon Arts Court, built under Taipei's Zhongxiao Huaisheng public urban renewal scheme, adds a second-floor connector tying directly into the structure of Zhongxiao Fuxing station on the Wenhu Line. Groundbreaking was held on 9 August 2023; official accounts put completion in 2027, though one report from around the 2025 topping-out gives 2026 instead. Zhongxiao Fuxing is the busiest station on a line that has logged more service faults than any other in Taipei's metro system over the past five years.

  • 27F / B527 storeys above ground, 5 below
  • 9 Aug 2023Groundbreaking, confirmed by the implementer and the city government
  • 2027Completion, per official sources — one report says 2026 instead
  • 13Wenhu Line service faults over five years — the most of any line in the system
  • 54%Share of every system-wide fault in that period that was on the Wenhu Line alone

From Investor Selection to the Present One date could not be placed — see the last row

  1. 2018Fubon Construction is selected as the scheme's preferred investor. The exact day is not established.
  2. 9 Aug 2023Groundbreaking ceremony, attended by Taipei's mayor, deputy mayor and the investor's chairman.
  3. 29 Jul 2025A Wenhu Line signal anomaly between Dazhi and the zoo-bound direction lengthens headways during the morning commute.
  4. 7 Aug 2025Topping-out ceremony. Coverage of the milestone is where the main contractor and a dissenting 2026 completion estimate both surface.
  5. 15 Apr 2026A train anomaly on the Wenhu Line crowds platforms during the morning peak; Taipei Metro says the fault was cleared.
  6. UndatedTaipei Metro's colour-coded crowding-indicator light strip goes live at the Wenhu Line's Nanjing Fuxing station and the Bannan Line's Zhongxiao Dunhua station. It is real and documented, but no source gives a date precise enough to place it in this list.

Why an Urban Renewal Scheme Reaches a Metro Platform Adjacency, a caveat on the ridership claim, and a platform already tight

The building's second-floor connector ties directly into the structure of Zhongxiao Fuxing station, which the implementer's own release describes as a public-benefit facility rather than a private amenity. That adjacency — a private development's new floor meeting an operating public transit structure — is what turns an urban-renewal project into a metro story at all, independent of the building's size or its market price. What the sources do not establish is the specific engineering of the join: no report gives a date or a method for the structural work that connecting to an operating station's structure implies.

  • A public-benefit facilityThe implementer's own release names the second-floor entrance a 公益設施 — a public-benefit facility. No source goes further than that designation: none describes a donation or a transfer of ownership.
  • Busiest — by which measure? Two sources agree Zhongxiao Fuxing is the busiest station on the Wenhu Line. Every published figure behind that claim, though, counts both the Wenhu and Bannan lines together — roughly 84,000 boardings/day in 2024, against a historical peak near 100,000. No source isolates a Wenhu-only count.
  • A platform already tightIndependently of the works, Zhongxiao Fuxing's Bannan-Line island platform is reported at roughly 8 metres wide — the narrowest among the system's ten busiest stations — which is why the operator already runs crowd control and a colour-coded crowding light strip there at peak times.

The Line's Own Reliability Record Independent of this one project, and worse than any other line

LineFaults of 5+ minutes, 5-year total
Songshan–Xindian0
Tamsui–Xinyi2
Zhonghe–Xinlu4
Bannan5
Wenhu13

Two independent reports give the Wenhu Line's five-year fault count as 13, broken down 5 in 2022, 4 in 2023, 2 in 2024 and 2 in 2025 — a total that checks out against its own yearly figures. A separate report frames what looks like the same underlying run of faults as “13 incidents in 3 years, affecting 7,591 people”, a different window on a matching total; this research could not establish whether the two framings describe one set of incidents or two, so both are named here rather than merged into one number. Reported delay incidents specifically ran 21 in 2023, 10 in 2024 and 6 in 2025 to the date of that report, and the causes given for the faults are trains (61.5%), platform screen doors (7.7%) and human or natural causes (30.8%). Over the same five years the line drew 1,381 rider complaints, about 30% of every complaint logged across the whole network, led by carriages, headway and crowding.

  • Named incidents29 Jul 2025: a signal anomaly lengthens headways between Dazhi and the zoo direction. 15 Apr 2026: a train anomaly crowds platforms during the morning peak, later cleared.
  • A fleet being replacedTaipei Metro is phasing out the Wenhu Line's 76 cars, with a first phase of 25 new, higher-capacity cars and a signalling switch targeted for 2036 — separate from, and much longer than, this building project's own schedule.

Two Pressures, Not One What to hold loosely, and what is genuinely open

Two compounding problems, read as one

Zhongxiao Fuxing's narrow Bannan-Line platform and the Wenhu Line's five-year fault record are each independently documented, and each would exist with or without this building. Whether they add up to one consequence of the renewal scheme is an inference, not something any source states.

A completion date that is not settled

Multiple official and press sources put completion in 2027; one financial-news report from the same period says 2026. Neither gives a specific day, so the year is as precise as the record gets.

What the record does not show

No source isolates a Wenhu-Line-only ridership figure for Zhongxiao Fuxing, and none describes the timing or method of the structural work that tying a new entrance into an operating station implies. Both remain unknown.
